Accessibility J3

We implemented the very accessibility plugin from Joomla version 4 to Joomla version 3.x. This is an altered version so the plugin contains similar functions as in Joomla 4 but it has been expanded with an extra trigger class feature, so the panel can be activated by classified elements too.
This extension is only for Joomla 3.

- increase-decrease text size
- invert colors
- gray hues
- underline links
- big cursor
- reading guide
- text to speech
- speech to text
- language strings can be overrided for multilingual pages
- extra trigger class can be added, so other than the accessibility icon can also trigger the plugin
